Since you tool, I'm assume you have access to a program with, at least, the brush tool. You can pick colours from pictures and blend/alter them with "Colour Balance" or "Hue/ Saturation". There used to be a site that acted as a database for bases. Just bases and anyone could submit their bases. I doubt it's still around and I can't remember what it was called anyway. The times have changed a lot. Anime traced bases are not used for dolls, but for "base art" or "base edits", especially on DA and Tumblr. Most of the work I've seen is of OCs and self-inserts in shows and fanfiction, so there's no need for any deep meaning or real artistic merit. The lack of meaning...
